When you capture an enemy fort the enemy can liberate it instantly without even a siege tick. Basically when the enemy army marches in the city the fort is sieged normally, but as soon as the enemy army moves it's liberated instantly. The same applies for your forts. If sieged out by the enemy instead of sieging them you can just send an army on that city and then move it away, and as soon as you move it the fort is liberated. I will update a screenshot of a siege that lasted a whopping 2 days.
Steps to reproduce the issue.
Just start the game, declare war on someone, siege down one of their fort, retreat and let the enemy army march on it. Then make the enemy army move and it will get liberated. Alternatively you can let the enemy siege out one of your forts, then send an army on the captured fort and after is there you move it and the fort is liberated.
If you want to speed up the process use the console, it's works as well.
