What game version are you running?
1.0.2

Please select any/all DLC you have enabled.
Hellenistic world flavor pack,
Epirus flavor pack

Do you have mods enabled? No

Please explain your issue is in as much detail as possible.
Do not see the moral penalty for my country or manpower bonus for A.I. in very hard.

Steps to reproduce the issue.
New Game -> Very Hard

I noticed it starts to apply after the game starts, before the second month starts... nevermind this report
