Just be careful usurping a higher title. I think you automatically get switched to their laws, and the AI will probably have mismanaged them.

yea but reason ottoman did is because they were now byzantium empire in their eyes. else they had no claim ever since they were not latin or part of old rome . they did become 1 by strategic marriages.
think of it: What made them call themselves "heir of rome"?

2)Support of orthodox church(yea you dont have any other choice I suppose )

If you're starting in Charlemagne bookmark I have to assume you will be the Turkish nomadic horde, in which case it's very simple to conquer byzantine empire. Use invasion cb and occupy all DE jure byz territory, but make sure to leave them with at least one county outside the dejure territory so you can still usurp the title, like Cherson. Then usurp the title. After that you should probably revoke all the Christians holdings before you settle as feudal, so you can give them out to your fellow turks.

I would say the Ottoman claim is the same as the Latin claim, i.e. it's not the same title - just a claim to the inheritance.

Others have given you suggestions on how to do this, but you might also consider taking Rum, occupying the De Jure Byzantine Empire through Holy Wars and then creating a Custom Empire of Rum - all fully occupied Kingdoms will then be transferred.
