I've played every government form but I've never done the Nomad-Feudal transition before (at least not intentionally... looking at you, Pillage buttom). In my current game, playing with the 04.30 version of this mod + EMF beta, SWMH and VIET events active, I started in the 867 bookmark as the Uyghur Khaganate, and my goal is to re-make the Persian Empire with Imperial government form, Feudal Elective (or Tanistry, I recall it being available for more than just celts) succession, restored Zoroastrian religion, Uyghur culture because raiding, etc.

So far I conquered the Samanids and can usually beat the Caliphate, though now it's been united with the Saffarids. Still, I have a 14k doomstack of Heavy Vanguard Hordes, and managed to defeat Seljuk (with some luck and all the 14k mercenaries I have access to) so I'm confident I can handle the military conquest side. However, I tried settling down already, and got only 3k troops - as I understand they are proportionate to my nomadic land, NOT my nomadic troops. As it is, I have 2 questions: are those event troops reinforcing? And do I get to keep nomadic event (NOT Horde) troops, the ones I get from inheriting a successful minor clan uprising leader's enormous doomstacks, if I settle down?

The place I need your advice first and foremost is laws, titles and court factions. As I understand, any laws I have in my nomadic realm are copied to the feudal one I found - in my case, obligation laws (What's the ideal setup there, apart from maximally tax focused feudal focus with minimal obligations for everyone?), status of women (so I'll just rush Tolerance with a series of Necronomicon-reading Khagans) and council laws (Yay, full council power!), but otherwise I start from Autonomous Vassals (and I need the highest CA for Imperial Admin...), low Crown Authority, no title revokation... and worst of all Gavelkind. Am I missing something, or is this really going to be only possible through looted gold and exploited event doomstacks?

And a final question: what's the deal with technology? I moved my nomadic capital to the province where I settled down when I tested it, and the tech levels emphatically weren't the same afterwards. Is there any way around it?

Assuming EMF has not changed this from vanilla, I believe the 3k are non-reinforcing, and I think you’d keep other event troops, but that’s honestly just a guess.

I would guess it’s possible without the cheesy doomstacks. You’d want to take a hefty demesne for yourself before settling, or even expel all former land-holders to grant the titles yourself later.

Nomad realm technology works a little different, nomad capital holdings have their own technology separate to any province’s technology, and instead of being able to upgrade your capital province’s tech, you upgrade the holding’s tech, which naturally stays with it as you move the capital. You do get demesne spread bonuses, and maybe also adjacency bonuses, so it’s beneficial to hold high-tech counties and maybe also to move your capital to the best one.
