I lost Goa as Portugal when India declared independence from Britain. Is this WAD?

Title says it all really. Britain went commie, India declared independence, I started justifying on them as non-aligned Portugal, but when their civil war hit, Goa transferred over to India. If this is WAD then that's fine, but I'm just making sure it isn't a bug.

It is not okay to lose territory without having the opportunity to fight for it in a game that primarily focuses on fighting wars over territory.
