I hope they include both reparations and subsidies.
Reparations as part of defeat in war, eg agreeing to pay 10% of your income for 5 or 10 years to the victorious nation. Solves the "lump sum" payment problem you get in eu1.
Subsidies were an extremely common way of making allies happy, and would 'feel' MUCH more realistic than current gift system where you get an immediate happy response.
So instead of a 100d gift giving you from +0 to +100 "overnight". You would pledge 10d a month for a year, and gain +0 to +10 each month.
(Or even 1, 2 or 5d a month for 5 years giving correspondingly small rises each month.)
Of course you could use both gift & subsidy methods, but the long term subsidy would be more cost efficient.
