No-one at Paradox even knows how many more there will be for CK2, and that's been out for longer.
One of the reasons why Paradox doesn't like doing official complete editions and season passes. They don't like saying that they're 100% done with a game. Or pre determining how much content they need to pump out.

But in all seriousness I'm also a student with very little paid work, and EU4 is pretty affordable. I mean, consider how much of your time it's eating up. If that $99 buys you 500-600 hours of playtime (or more), then how many expensive AAA games are you no longer inclined to buy to fill up the void in your life? Also Steam sales are a thing, like s1234567890m said.

So don't buy all DLCs, after all most of them are cosmetic. Just buy the base game and whatever major DLCs you can afford, IMO.

Then by all means spend your money on PI games as cost ineffectively as humanly possible to maximize their profits.
There are sites like Nuuvem that sell them for less, if you really want the DLC for less. AoW costs about $12, CoP about $8, El Dorado $9, WoN $6-7. That's a total of about $35-36 (although it doesn't include Res Publica, nor Common Sense as it hasn't been released of course).
