It seems that AI doesn't even care about it's own rules, I'm playing with Parthia in Magna Terra mod, I tweaked it a bit so Parthia's culture was Parthian and so on, unfortunately that means that everyone has -160 relations with me because there is no same cultured nations in game. That causes multiple DoWs all the time.. And here is the case:

Seleucids were gangbanged by 7 countries, it is understandable that AI will get nothing done and have no chance to get enough warscore, so they pay tributes and a lot of gold to seleucids who had manpower 0 and barely 15 full units. When me and Armenia are only nations who are left against seleucids I get 4 I'm Spartacus events in one year (which little bit slowed down my invasion to sels). Then some 2 province minor who is paying a tribute to someone next to them declares a war on me I was curious enough (and quite raging) so I decided to save and reload as them and declare a war against every f***ing country, well, You can't declare wars when you pay tribute. WHAAT THE FUNK?

Then I tried as them to sue peace agains Parthia (myself) I added 24,7 tribute per month and paying 180 gold, peace deal worth 2800 warscore :D:D And of course parthians REJECT it, while they are at war against Sels and having 10 unit revolts in 3 of 5 provinces. :wacko: :wacko:

Yup. I've always thought that the AI in Rome have some serious problems when evaluating wars and peace deals.

It's also very common that they dow somebody while their army is in the other end of the country, miles away from the country they've just dowed. In other Pdox games, the AI first moves the army to the border and then declares war, as any player would do.

I didn't know about the ai tributaries dowing people bug. It should be reported in the bug subforum. They shouldn't be able to engage alliances either. If the dow limitation isn't there it's possible that the alliance limitation is also bugged. Worth checking.
