So there my Space Bugs were, minding their own business, when a new civilization is discovered. Pacifist Individualist slugs. They quickly rival our empire for no good reason, but that only leads to decades of not contacting eachother.

Then me, being a scrub, send my fleet against Space Pirates not knowing they can be strong now. They get trashed and the pacifist slugs see a change - they invade and demand all my colonies!

Me being an even greater scrub, I did not know you only had 1 year to set up counter-claims, so after a grueling industrial race, I could not get more than a white peace.

Thirsty for revenge, I built and built and upgraded and raised armies and one month before war is declared the slug-bastards form a Federation with another empire that was "superior" to me. Well that ain't stopping revenge and war was declared anyway. Victory was costly but worth it to enslave half their race.

Second war rolls around and the Pacifist Slugs have vassals by now. I finish annexing all of the slugs' planets anyway and... now their vassals are my vassals?

How does that happen? Is it a bug? I don't want no stinking xenophobic birds as vassals.

I am pretty sure that is a bug. I think you are suppoed to Free them From Vassalage, then Vasslize them the hard way.
But sometimes you can declare a vassal planet as wargoal.

For what it's worth, I did not even consider their vassalage in any way during the setting of war goals.

As the war began the Birds were a protectorate of the Slug Empire. Then at some point they became vassals and joined the war against me. Then, with the peace treaty, the Slug Empire ceased existing and the Birds became my vassal.

Based on that it could be a bug specific to a Protectrate becomming Vassal during a running War. You should propably make a bug report on it.
