The nation ideas probably help a lot to simulate this. With Rome having "military republic" and Carthage probably "oligarchy" (or maybe they call it "merchant republic" in the game :p ). Rome will have some bonuses for their military while Carthage wont have any, possibly even penalties. And of course the difference in manpower is easy. And Carthage will have higher income.

Its gonna be interesting to see how mercenaries are done in the game though. What their availability is, if its the same as EU3.

Ah yeah, a bit less manpower maybe.

Part of my assessment is based on the fact that the Romans suffered many crushing defeats in both the first and second Punic Wars and always managed to bounce back. The Carthaginians had a much harder time recovering from their losses, indicating less staying power, hence less national power.

To be fair, Carthage during the 2PW was very close to a military republic

Wrong - Carthage was in all ways a more vast, more powerful and more military competent empire. The only reason Carthage didn't defeat Rome was due to political infighting and lack of proper support for Hannibal on the mainland.

In many ways it is one of the biggest turnarounds and unexpected victories in history - of Rome defeating Carthage.

Um, no. That is part of the reason for the Carthaginian defeat in the 2nd Punic War, however every account of that time indicates through simple logic that Rome had a far greater and more dependable pool of manpower than Carthage did. Carthage relied upon mercenaries for a reason.

You will notice that in both the first and second Punic Wars that Rome endured defeat after defeat, some of them quite crushing. Yet they were always able to construct more navies and raise additional legions and recover. The Carthaginians lost only a few major battles, yet those lost battles meant the end of Carthaginian power in the areas in which they were lost.

In many ways it is one of the biggest turnarounds and unexpected victories in history - of Rome defeating Carthage.

Just because contemporaries didn't expect it doesn't mean it wasn't probable.

Actually, if I recall correctly he ended nearly every speech he made between the wars with "and in my opinion, Carthage must be destroyed."

Not a friend to Carthage. :)

I would doubt this since Carthage was never able to defeat Syracuse. How many times did Carthage and Syracuse fight and Carthage was never able to eliminate them?? That doesnt sound like a vast, more powerful empire to me.

The lack of political support and infighting is part of the war process. If you have this, it shows a lack of national strength.
