You appear to be looking at the Royal Laws of Saxony not the laws of the Holy Roman Empire. The person shown is your heir, not the HRE's heir. If you look at the HRE's tab you'll see the HRE's heir instead of yours.
 
Uhm no, that were the electors for Francophonia but it was still my fault. Just had to wait 5 more ingame days, then they all changed the votes so I wasnt first anymore...
