Well, it will work, but not "perfectly". You will encounter some anomalies if you play without Steam. And you eventually seem to lose access to your DLCs if you don't check in with Steam, periodically.

And, iirc, Paradox elected to put up a warning that the game may not function correctly if you run in off-line mode, rather than fully support a Steam-free option.

Can you provide supporting evidence for either of those? They don't ring any bells.

For the first, you can always try a forum search if you doubt someone's word. Maybe something like:

For the second, just make sure you haven't activated Steam and/or exit out of the Steam Client. Then, locate the EU4 executable via Windows Explorer, and click it. Unless it was removed very recently, you'll get a little warning box that Steamworks is required to run the game. Not clear how required it really is, but if there are ANY known anomalies, however minor, when running the game without Steam, who knows what else may not work right. Not worth the risk, IMHO.

Note, that you can still run the game "perfectly" without being online, as long as the Steam Client is running in the background (presumably from an earlier session).

That bug was fixed; don't know if a new bug has come up. There isn't supposed to be anomalies when playing without steam.

The percentage indeed wasn't too large; though until CKII really took off on steam about half a year after release it must have been quite a bit larger. Anyway I was really negative about steam and didn't get it until the day before EU4 released (I had preordered); and I only got it because of EU4. At that time I don't think any other company than PI could have got me onto steam. I am still not too happy with them, but I can live with them. (Though if they actually are disabling the GG steam codes for CKII which it appears then I will get a much more negative view of them, since that potentially could cost me hundreds of €.)

Had it a bit the same way, though I did own a few games on steam prior to EU4 ;-) though I choose GG since PDX told me so, I disliked steam and it´s monopoly behaviour. But it was improved both by evolving (was still new back then), by court rulings and simply because... I only first started using steam again with EU4, and it was only when beta patches for CK2 and Vicky was moved there that I were forced to consistently...

Free copies which it now appears steam are disabling...

Say again?... They are disabling them?... Speaking from a legal point of view (due to my education)... With what reasoning are they doing so???

We have no idea. Some of us who had CKII on GG have just experienced that the codes get deactivated randomly---and then GG isn't responding. As far as I am aware some people have waited for months for a reply from GG. I have no idea whether or not I am hit myself, since at the moment I get a CTD every time I try starting CKII.
And yes it seems really dodgy that steam just removes the DLC from random GG owners for no apparent reason.

Reading that thread, it would appear that GG did something that caused the keys to be revoked. They may have (accidentally or otherwise) flagged the keys as stolen, which caused Steam to deactivate those keys.

I wouldn't go laying the blame on Steam or GG until you actually know who's responsible.

Which bug are you referring to? That search revealed a few. The missing DLCs? The failure of a newly vassalized subject to drag you into an existing war? TBH, I've no idea whether any of those have been fixed. I know those, at least, were long standing bugs. I don't recall seeing any reference to them in patch notes, but they are pretty fringe bugs, so I'd have assumed their priority was incredibly low. If the missing DLC one, in particular, were fixed, it would surprise me, since it was so inconsistent as to when/whether it would show up; and I've always wondered if it was considered a DRM-like"feature". Nor do I know whether that was the entire universe of issues you might encounter when playing without Steam.

There isn't supposed to be anomalies when playing without steam.
I might have accepted that claim many patches ago. But I can't anymore. Who is making such a claim these days? Certainly not Paradox; they say the opposite. They clearly warn you that Steamworks is required and that some game features may not work, correctly. And that warning was not always there. It was consciously put there after people started observing issues playing without Steam. I would doubt there are many people who try to do so, these days. I certainly don't risk it. Nor would I bother to report any more bugs if I were determined to to engage in a clearly unsupported method of play.

The point is: it's a pretty questionable claim to assert that running EU4, without Steam, works just fine. Sure, we can allow for the possibility that it does, indeed, work "perfectly" now. But Im highly skeptical and wouldn't invest my precious game time on that possibility. I've personally experienced it not working well in the past. More importantly, it is clearly contra-recommended by Paradox (i.e., unsupported).

Sorry OP, but this thread title made me chuckle. Reminded me when my mother asked why "The Google" was. Welcome to the age of digital distribution though. You'll find out it has some benefits, like being able to mark games and DLC as interested and then getting notified when they're on sale if you're not that eager to pay the full price.

Why you need Steam: download the game and patches.
Why you don't need Steam: copy the game to a different folder and play without steam.

Seems good to me.


And, if SP, disconnect Internet so nobody is collecting on you :)

That said, Steam is still a DRM, and I hate DRMs.

This is true, just read the Steam TOS people, how can you disagree with the truth?

That being said my Steam library is over 200 titles long now, I just made peace with the fact that I could lose it all at any moment, I have Blizzard to thank for teaching me that after they permabanned one of my old accounts wihout notice, or letting me appeal. Up to this day they refuse to tell me what the hell happened.

Anyways, I really like Steam, if it wasn't DRM, if the TOS didn't say that all the games on our libraries belong to them and can be revoked at any moment without notice or reason, and they actually had customer support it would be near perfect.

If your inside of EU they wouldn´t be able to do this without reason, something called customer rights ;-)

I know, but sadly I'm not. Just another new world grand son of WW2 refugees, damn the holocaust.

They do have similar laws elsewhere than EU, know the Australian government succesfully prosecuted (EA I believ) a similar service with succes... However the states is more... Well the land of the free is just that ;-) they do have customer services, but intellectual property holds another regard over there :) however, some of the laws applied should actually be internationally applied in treaties and should also apply to US. However, my knowledge of recent court rulings over there is not the best and given the way it´s handled over there before and the huge weight they have on disclaimers, it´s an uphill battle for sure...

Disclaimers are really not valid as much in EU, since there are rules and principles that goes beyond those. So simply stating you can´t be held liable is not enough if the circumstances say that you should be held liable

I wish I lived in the States, I'm in Uruguay. Here customer protection is nonexistant, actually is the complete oppossite, they go out of their way to fuck us up.

This country is turning into an Orwelian socialist dystopia where they now want to tax us to the rate of 60%!! for using Netflix or similar services, control which sites we can access through the only ISP available (State owned of course) and the government wants to shut down Uber because they can't control them like they do with the rest of the transport companies here, the way they have done for the last 100 years.
Not to mention the MOST expensive gas/petrol in the world distilled by the State owned refinery (State monopoly) from Venezuelan oil the government bought at twice the market price.

So yeah, losing my Steam library is the least of my concerns at this point...

I wouldn't go laying the blame on Steam or GG until you actually know who's responsible.
At the end of the day steam are the ones removing the games; so they are at fault to some degree.

Which bug are you referring to? That search revealed a few. The missing DLCs? The failure of a newly vassalized subject to drag you into an existing war? TBH, I've no idea whether any of those have been fixed. I know those, at least, were long standing bugs. I don't recall seeing any reference to them in patch notes, but they are pretty fringe bugs, so I'd have assumed their priority was incredibly low. If the missing DLC one, in particular, were fixed, it would surprise me, since it was so inconsistent as to when/whether it would show up; and I've always wondered if it was considered a DRM-like"feature". Nor do I know whether that was the entire universe of issues you might encounter when playing without Steam.
I was thinking of the one where the AI didn't really go to war; that was fixed.

They clearly warn you that Steamworks is required and that some game features may not work, correctly.
A warning which was put there while the AI not going to war bug was at large. A bug which they had serious trouble hunting down, but did. The warning was mainly put there to make people aware that there were some hard bugs at the time; not to say it was unsupported. At least as far as I remember.

That happens all over the world though; including in the EU. And there are good reasons for wanting to regulate uber.

Yup... since granting the right to any would-be driver, who could turn out to be a psycopath or rapist is quite an incentive to want to have some control over who drives people around :) Also, taxi drivers are actually taught to and must take the shortest road possible in order to save money for the customer. Not being taught that means a fraud could go the long road in order to get some extra money :)

Especially since there has been examples of rapists being uber drivers and picking up victims... I seriously don't understand how anybody---and especially young women---could think it would be a good idea to take a ride with some random bloke. Especially since the company facilitating it keeps stressing it isn't a taxi service. (Which they are wrong about of course.) As far as I see it taking an Uber cab is just as dangerous as taking a pirate cab.

Especially since there has been examples of rapists being uber drivers and picking up victims... I seriously don't understand how anybody---and especially young women---could think it would be a good idea to take a ride with some random bloke. Especially since the company facilitating it keeps stressing it isn't a taxi service. (Which they are wrong about of course.) As far as I see it taking an Uber cab is just as dangerous as taking a pirate cab.

It is... but you know... you do save some money ;-)
