I have highest decryption but can't see emeny troops

I play as USA and have researched 1942 decryption. By tagging over to SIA, I learned SIA only researched 1939 encryption. My decryption is 2 level higher than SIA, why can't I see the number of troops?

Is it broken as well?

I changed advanced_decryption to have decryption = 10, but still cannot see the number of troops. It makes nonsense. Can anyone explain?

You've got debug mode on. Turn it off.

Even with maxed encryption/decryption it seems you need recon support companies in the late game or you can't see.

This. There were no spy satellites back in ww2. How do you excpect to decrypt communications if you are nowhere near them?

Since SIA only has basic_encryption, I changed it to

    basic_encryption = {

        # encryption 1
        encryption = 1
        decryption = 1
        .....
    }

Now the number of SIA troops show up.

It seems to me that troop number shows up when enemy's own decryption is greater than or equal to its own encryption, regardless of my decryption. Any ideas?
