I have four double metro stations next to each other at RiverCity's central Train station, as a sort of hub for my metro network. I laid some tram tracks around them to pick people up from the surrounding neighbourhood. Everything was going well, until suddenly the entire population became lazy and decided to use the tram to travel between the metro station entrances at the Train station - Yes, they're using a tram for a ten meter journey. This has completely clogged the area and my trams. I see no other way ahead than to just scrap the entire tram line.

It's a bit hard to see what tram stations your passengers are using for the short trip.
But moving those stops a bit might help.
Also, maybe your tram ticket price are too cheap.
