It seems to be automatically activated and I cannot untick it on my select DLCs.

Now you might not think this is a problem but when I go in to the game it is offering Sword of Islam over steam.

Huh? What's the problem here again - want to rephrase a little bit?

I concur with Lamprey. What is the problem you're having? From the above, it seems like you're worried about not being able to un-tick the DLC (which is a bug), but then you segue into a problem with the promotional offers appearing in the main menu (which is normal, since it will just cycle through them all, not just the ones you haven't bought).

On my computer it only shows in game the DLC I haven't bought yet.
Could it be related to the "disappeared DLCs" issue people experience these days maybe? Try to "verify the integrity of cache" in Steam maybe.
