I have a colossus and can not longer declare total war.

I noticed a strange thing in one of my games, I have a deathstar but I can no longer declare total war and I have no idea why.
Is there something blocking it? maybe it is because I am the galactic emperor now? is the galactic emperor not allowed to use colossus total war CB?

I find it very confusing because whenever I found the empire, it shows the whole galaxy in imperial red (fed map mode), but the various event popups say not everyone joined.

The galactic community screen that displays members is also confusing… do the non-joiners show up there? Bcs I only ever see everyone displayed in that window as members.

I assume every non-genocidal empire is part of the community. So far I haven't seen anyone leave GC (not counting Crisis empires) though I don't remember any of the big decisions getting pushed through which might force somebody to leave.

I'm more inclined to believe the map mode. Event text could be for flavor.

Just declare ur target empire as crisis via resolution - same outcome.

Mainly members. I think the only one outside is that one fallen empire I didn't destroy yet.
And the only CB I have with them is "contain threat"
