Yes, if you read the tooltips, it clearly states that even if you have 100% of your dominance provinces, you still have to put the currently dominant power out of their dominance provinces.

I also think you must have control of all your cores. This is an issue for Prussia.

Also, the victory screen won't fire until the beginning of a new month, I think.

It is not a bug. The tips in the game say clearly that you have to unseat the current dominant power. That usually means that France has to lose enough of their land objectives to not have 100% and Britain has to lose enough naval to not have 100%.

Reducing France is relatively easily done compared to reducing Britain. Hannover is often the one that drops France below the line. Britain's 7 naval objectives are 5 in Britain and Ireland, plus Gibralter and Valetta (Malta). Unless you are the Spanish and able to take Gibralter, it can be very difficult to get any of these from Britain.

To get a core from Britain is not that hard. Once you got yours to 100% you should be quite strong anyway.
Here's what i did:
Pick a British naval dominance target, for example Newcastle. Place a lot of 1-Frigate Fleets around all sea-fields of Newcastle. This stops the English from getting to your invasion fleet imedeately (you need 3 days to unload).
Move invasion fleet right next to Newcastle, declare War, unload and hope your 30 1-ship fleets keep them busy for 3 days away and assault with 50000 men. :p

To the topic. Yes you need 2x100% dominance, no other power with 100% dominance and all your cores to win.
