It is a bit stupid you can't insult while at war. Like, what, are you too preoccupied with your armies standing around just sieging for months on ends to insult?

I mean, it's not like you're going to send a diplomat to a foreign court to tell everyone their king he has goat hooves when you're at war. They'd just kill or capture him.

Would create an event for all players with gruesome flavor text and pictures of crucified children, burning churches, bodies broken on the wheel, dogs and cats living together, etc.

I don't know if it would terrify or embolden an enemy, so I'm not sure if it would affect warscore. But if If that were the case, we'd have to limit how often it could happen in a war, I think- or instead, have a cap on how much warscore you could get from doing evil things, maybe 5% or something.
