I found a bug in Spain

I am doing a Facist UK world conquest for the achievements One Empire and New World Order. I recently took over Spain, and Western Aragon doesn't have resistance or compliance. There are modifiers cause it's non core, but it effectively helps slow down both revolts and compliance benefits

Since it seems that it's just that one state and it's 1940, I'm assuming the SCW ended a year or two earlier. This would allow the winning side time to start recoring states, and it is likely you took them out before they could finish recoring. Based on a similar bug (I believe also about conquering Spain before full recoring) those types of states are called colony states, as they have no core owner, and thus for some reason don't get compliance/resistance stats.
