I ... can't seem to find the option to completely turn off Pirates.

In the countries list txt file in the common folder, put a # in front of the line 'pirates.txt'. It'll look like this when you're done:

You also want to comment out the privateer mission with #'s.

In older versions, you can change the PIR history file. Change the line for tech to new_world for the tech group. They never hit 9, so they don't pop. You can still use privateers this way, but it only works in the 3.2b beta for IN (November of 2008) and earlier.
