In the French national bloc focus tree, one of your first choices is between Laissez-faire or Agricultural Protectionism. The first choice gives industry tech research bonuses and removes "inefficient economy" after 2 years. That debuff reduces factory output by 20% (can be reduced to 10%). Agricultural protectionism only gives a 7.5% boost to civilian factory construction. As far as I'm aware, if you remain democratic on this side of the national focus tree, there is no other way to remove inefficient economy other than Laissez-faire. So what am I not seeing here? Why would anyone pick agricultural protectionism? Even if you get inefficient economy down to a 10% factory debuff, and even if you plan on building lots of civilian factories, agricultural protectionism is always the worse choice than Laissez-faire which removes the factory debuff. For there to be any sort of actual choice here, Agricultural protectionism needs a increase in the buff it gives to civilian factories.
