That definitely doesn't LOOK like it should be a problem. Could you upload a savegame so we can investigate why it's giving you that tooltip/reason for not being able to annex them ?

There should be a local copy.
Assuming you have steam installed in the default location, that local copy will be found in C:\Program Files (x86)\Steam\userdata\<YOUR STEAM ID>\236850\remote\save games .
