1 or 2 aircraft? Probably scout aircraft, right? Or was this part of that plan to kamikaze the Panama Canal? Either way, I don't think it would be reliable enough to justify an increase in striking power or in attacking range. How did they make room for the aircraft? Did they remove the torpedos, or cut back severely on the amount of torpedos and fuel the subs could carry? Any such changes would cripple the sub's effectiveness.
You won't like it, but, to me, this seems like one of those "wonder weapons" that never panned out. I really don't know if such subs would have any place in a strategic-level game. But if you don't care, or if you think I'm an idiot, then perhaps you could set as tech requirements Long-Range Subs and Advanced Carrier (for a sophisticated enough small maritime aircraft to fit in a sub and still be somehow effective).
Would the aircraft be capable of landing on the sub once it has taken off; probably not, I'd imagine, at least not without having to dismantle it. Because of this one-shot capability mixed with limited effectiveness, it would almost suggest a rocket-like combat capability. If there was some way to copy the self-destructivess of a rocket into a sub, you could give it a lowered cost, a range bonus ('cuz the Admiralty doesn't expect to see it again), and a high Naval Attack instead of Strategic Attack. This might allow it to make powerful raids on ports and ships in port. The problem would be in keeping that high Naval Attack from being exploited against enemy ships at sea.
Again, I really can't see a sub like this being effective in combat, so maybe this is the closest you could get to reality.
