i have vassal syria and i want to take 1 province from persia and i cant but i could take kosovo from ottomans by bulgaria
i cant take province by a vassal

The province which you take has to be on the same continent as your capital and it has to have a land border with a cored province of your vassal. The continent of the vassal doesn't matter
