I cant select a culture for new divisions.

Hello. I have 23 available manpower and I would like to recruit 2 new infantry divisions to be on par with Brazil. I am playing as Argentina.


The thing is I am not able to select a culture for them. Platinean appears disabled. Also, I have checked all my Soldier POP's and they are all Platinean culture.


What other reasons might be preventing me from expanding my armed forces?

If you hover your cursor the manpower number on the top bar, you can see how many divisions of each culture you can raise. Each soldier POP can only support so many divisions. You need to create more soldier POPs to raise the cap.
