I can choose to make the various variants of my basic robots. I can also choose to make the barebones version of my main species (synthetically ascended) and the awoken from the limbo event. But I can't make any robomodded versions of either. Species rights are the same between the awoken and my robots. Main species has full military service. Pop control policy is set to allowed. When I click on the portrait of a robot it won't let me make, it just defaults to the top robot which is an awoken.

Am I missing something or is this a bug?

Overall, I don't think robots are as bad as everyone seems to be saying in 2.2. Well, unless you are playing robots only and then it is probably awful. But mixed with organics it seems fine.

There is a reported and documented bug involving synthetic ascension, preventing you from using the 'select species' assembly window exactly as you describe.

Yes it does make synthetic ascension pretty much unplayable, unfortunately.
