i cant install and i would like for the mod maker to explain how

I am not the mod maker, but I'll say this:
The last thread in this forum was about the same issue, and there's an explanation in the Master Mod list as well....

Unzip the contents of the .zip file to your /mod directory. If you have steam the whole thing will be slightly different, there's a thread (for EU3, but it will still work the same for Rome) at http://forum.paradoxplaza.com/forum/showthread.php?395082-How-do-you-install-mods-in-Steam-EUcomplete.
