I can't get Stellaris to load directory files from custom location

So, I've been able with EU4 and HOI4 to move the Documents/Paradox Interactive/game folders to a custom location at:

D:/PDX User Files/game

Loading either of those games uses the files from my custom location.

With Stellaris, it won't work. I have followed the sticky instructions, and created a userdir.txt file where it is required, and entered the following code:
D:/PDX User Files/Stellaris

I've also updated the launcher.settings json file to utilise the same code, but Stellaris still insists on recreating its folder in Documents/Paradox interactive.

Any ideas on what I am doing wrong?
 
Not really, all those games should work in the same way in that respect.

All those userdir.txt files are identical?

It may be case sensitive, is that all okay?

In the JSON file this is the line pasted over:

"gameDataPath": "D:/PDX User Files/Stellaris"

In the created userdir.txt it is as follows:

D:/PDX User Files/Stellaris

PDX User Files is the name of the folder on my SSD D drive that contains the EU4 and HOI4 local files without any issue. So I don't know why, but as soon as I launch Stellaris it just creates the files in Documents/Paradox Interactive etc.
 
If you run stellaris.exe directly does that happen too? If so the issue must be in the userdir.txt file there. Is that file identical between the working and non-working games?

What if you try a different folder name like D:/stellaris/ ?
