paradox account it still won't let me get permission.

Is the mod in the Vicky II fora or the HoI IV fora?

In that case it was because you need to have HoI IV registered. The individual user mod, tech support, and bug report fora of recent games are hidden from users who do not own those games.

nvm i got it now, i got it from the steam workshop and in the read me file i got the link to the mod,
like a workaround.
