The decision to form the North German Confederation states that:
All cores must be either:
-Owned by Prussia (me)
-Owner must must be in Prussian SoI
-Not be north German

For the life of me I can't find a single province that does not meet this requirement. Yet, the decision isn't available. I've even liberated and satellited Holstein. What's missing ?

This took me a while to figure out, too..Either take over or have spheres of influence over all the German core countries (I dunno if you need the southern ones, but I did them just in case), plus the southern most territory of Denmark and their satellite, or you can put them both in your spheres of influence.

On a side note:
I actually encountered a bug where Saxony was a great power with 0 industry, 9,000 troops, but 130 prestige. I couldn't "influence" them, so my only option was conquest. Every time I did this, Russia and France would both attack and destroy me, but I had a save before I attacked Saxony. So, I loaded up France from my save and declared war on Russia, then saved, then loaded up Prussia and took Saxony with ease while the French and Russians stared at eachother from either side of central Europe. I felt justified in doing this since the game was "cheating" by making Saxony a great power which made me unable to unite the Germans. I know it's a bug because when I loaded Saxony from the save, they only had minimal prestige and were ranked in the 30s, but when I played as Prussia, they were 8th as a Great Power and had 130-some prestige.

I definitely find German unification through the 3 hurrahs path VERY difficult.

As Austria, I made the mistake of fighting Prussia early and then realized it would never happen unless I let them have Saxony and form the NGF. The alternative is trying to get a sphere over like two dozen north german minors = NO WAY.

Pretty much have to let the other power form their half, diplomatically unite yours (easier said than done for the North) and THEN fight.

Plus the whole Sphere mini-game is pretty hard for the player. Ideally, it should have been coded in a way that lets the player queue up commands that take effect as soon as you have the neccessary influence. Otherwise you have to check constantly.

That's an interesting approach.
However, AUS should be quite a bit harder right? It's actually a bit ahistorical for the big white blob to take over all of central europe as one big GER.

However, there is another way to do it-- Fight PRU right off the bat, take its SGF land, form SGF yourself then take it apart piece by piece until it is no longer a GP. Then you can gobble up most of the SOIs since it will lose them all.
It's still VERY difficult, but it sort of should be no?

I tried this. Once Prussia stops being a GP, it's prime territory for diplomatic influence; Russia, France, and any other nearby GP (Mecklenberg became #8!) will do their damndest to control her. I tried to hold onto Prussia in my SoI for awhile, then realized it would be 1918 and I still wouldn't have any of the minors. So I let it go, but only managed to pick up 3-4 before France gobbled up a couple others.

The other Great Powers have no interest in seeing Germany form, and will make your life as difficulty as possible if they get a chance. I agree that letting Prussia form the NGF is practically a necessity if you want to form Germany as Austria.

Of course, then the challenge is beating the NGF badly enough to be able to SoI them. Odds are they'll be pretty high in the rankings.
