I can't declare wars as bulgaria. I already justified it says "-X Can't declare war."

This happened after I play a multiplayer game from a discord. It said the game is no longer on sync and about me and division strength. Now I can2t declare wars with Bulgaria. What do I do?

Not entirely clear what's happening: are you playing a multiplayer game, and lost sync with the server? Or have you loaded a multiplayer save as single player, and it's generating that error?

I haven't played enough multiplayer to comment on the first, but if it's the second, do you have the same DLC and version/checksum as was in the original save? If not, that can cause some odd errors to crop up: i.e. the division template from the MP save uses equipment from a DLC you don't have.

Like I lost the sync and now Iget the error in multiplayer too. I can't declare wars as Bulgaria in any way

Bulgaria can't declare wars until you remove the army restrictions. It probably has absolutely nothing to do with your multiplayer game.
