I cannot win naval superiority, stuck at 0%!

Hi all,

So, I wanna launch a naval invasion, but I can't win naval superiority despite I have much much more ships and planes than the enemy (basically the enemy have ZERO ships and planes in the zone). I have also a level 3 radar that covers all the area, allies in the zone, but still stuck at 0%.

My question is what I am doing wrong? I am new at the game but I can't understand what is happening with this, even looking for it on the internet I can't found the answer.

I attach 2 images to show the situation, they are in spanish but I think they can be understood.

You're not doing anything wrong. You've stumbled upon an issue that has cropped up since HOI 4 version 1.9 when playing the game without the La Resistance DLC. You don't have enough naval intelligence, and you have no way to gain more.

You're basically stuck, I'm afraid. Here are some search results from this forum, which may help you, or not (ignore the threads older than March 2020):

Random suggestions:
A. Try to save your game, quit, restart, and reload your saved game
B. Make sure you have a task force set to convoy raiding in the English Channel, and launch the naval invasion anyway - it won't start, but will be pending. Wait a few months until you encounter enemy convoys or fleets. At that point if you're lucky, you may reach the 30% naval intelligence threshold, you will gain naval supremacy and the invasion will proceed.

As the postings before stated you need 30% naval intelligence on the enemy country you want to invade.

If you have the latest DLC "La Resistance":
If you click on the enemy country you have the diplomacy tab and the "intel ledger" tab.
On the intel ledger tab you see the 4 intel values:
  • Civilian intel
  • Army intel
  • Navy intel
  • Air intel
When you hover over them you see where you got them from.
(For example 1936 Germany has already 30% naval intel on the UK, because the UK is democratic (+20%) and is on Export focus (+10%) )

You can get naval intel by:
  • Establishing spy networks in the country you want intel from
  • Fighting their navy (naval battles give naval intel)
  • Improving your intel agency ("Naval Department")

If you don't have the latest DLC "La Resistance" I think you can only try to fight the enemy navy. (I think naval bombers also help.)

The OP does NOT have La Resistance! Sorry but none of your explanations and suggestions apply here (except 'Fighting their navy'). There are no such things as an "intel ledger", spy networks or intel agency in vanilla.

I'd candidly suggest you edit your post, otherwise you may confuse the OP more than help. Especially since the OP is new at the game. Thanks :)

Port strikes are your friend here; odds are the AI has fleets on the strike force assignment in the channel which somehow prevents naval invasions even in the wake of overwhelming naval superiority on the open waters (Which... shouldn't be the case, fleets in port shouldn't contribute naval superiority without at least a fleet on patrol.)

Do port strikes increase naval intelligence?

As stated above, "You need 30% naval intelligence of your enemies who have fleet in the sea zone ". Naval intelligence is the gating factor in the case being discussed here, not the number and size of enemy ships.

I know air superiority helps a bit (experimented in with no LaR), not sure about port strikes.
As far as I can tell air superiority has no impact on naval intel efficiency.

The base value seems to come from the countries' economic policy and ideology. But it doesn't explain the odd number OP sees. Looks like the wiki ahs nothing on intel at all.
