I was going to enter EU4, before I had downloaded mods, when I click twice to enter, the icon stays down, but the game does not enter, and I don't know what to do, I'm trying to do everything but it doesn't work.

I've had a similar problem when trying to start via the launcher recently. To get around it (at least in my case), I start via the exe. file in the EUIV folder, and it works that way. I have to check in the properties of the .exe to start the app as administrator, and I also have the Steam overlay switched off.
If you tried literally everything, there is nothing more that can help you. But looking at your post history it seems that you didn't even try to ask in the eu4 tech support forum. Did you try to contact paradox support in a different way?
