I broke the nomads somehow. They've been in the same system for decades, no contact, nothing...

There are two possible ways that I may have broken the nomads, which one caused them to break, I have no clue. The thing is that they have been sitting in the Hiff system for decades, doing nothing.

In summary, what happened was that I encountered the nomads out in the unclaimed territories as they were journeying through a fallen empire (they had just come out of it actually), whether or not that broke them as opposed to the encounter happening as they came into my territory or not, I have no idea.

Then they went into a next door empire, well, a gimped one-planet empire that somehow got stuck and didn't expand. What I did next may very well have caused it to break. Being the opportunist that I'm sure we all are, I decided to annex that empire while they were still in there to deny them anything the nomads might give them. Now, decades later, they're still in that system and they're still marked as 'chi aliens'.

I'm using a bunch of mods, mostly cosmetic, but nothing that might plausibly cause the nomads to break. I'll upload a savefile so that you guys can at least look at the file.
