...has constant Diplomatic Derp Syndrome?

Let me explain: Diplomatic Derp Syndrome is what occurs when you think you know all nuances of game mechanics, and then you encounter some obscure rule you never knew before, for example: you cannot embargo countries you have truce with, or you can enforce peace only for countries you can declare war on, or revoking march status of your vassal reduces YOUR stability, or whatever the hell is going with these damn peace offers Jesus Christ.

In my last Ottoman game I was constantly irritated by some obscure rules, exceptions and restrictions I have discovered every few decades while trying some diplomatic options - until I finally got used to it and became very pessimistic 'okay, for some reason something will f*** up now' every time before clicking on diplomacy :D

Do you have similar feelings?

Sometimes I am wondering if such a mess is inevitable in that complex diplomatic model, of if it would be possible to make it less frustrating...

PS

If you have 1.96 diplomatic reputation instead of 2.00 due to overextension penalty, the game counts it as 1 reputation during diplo annex, not 2. When I have seen this I just sighed.

What you describe is a situation where

1. The game has rules
2. The rules are not reasonably knowable ahead of time and thus you rely on trial and error to know them

and is a textbook example of the fake difficulty trope. 1.8 is, amusingly, actually better with the UI than previous patches, which only shows just how badly the game still needs work in that department despite its improvements.

As for my answer to your question, having put more time into this game than I care to admit I rarely encounter such things (unless a patch changes the rules and doesn't list it in the notes, which happens every patch so far since I started playing), but I certainly have in the past. It's a barrier to bringing in new friends to the series; not only are the rules obscure and in some cases counter-intuitive/abrasive, they are also a moving target with poor documentation, so I feel you there.

to this day I don't understand how the join coallition even works for AI :).
Have AI's with tons of AE without coallition, and others with small amount of AE in...(and I don't even talk about the "when you hvae truce no coallition for you").

EU starts to be a lot complex, which I like, but there is tons of things where UI blatantly lies (new peacemaking where for example the diplo costs announced for the vassal are counted towards you, the same with AE as an example) or which are not documented in any way.
