But I have one major concern.

Quickly glancing at the forum it looks like there is a soft cap of active actors or 16 bits or 65,535 (since value 0 is resreverd). That makes me think, that managing anything bigger than a medium-large sized town would be impossible or very gamey, since only a portion of the population would be actively calculated, meaning that part of the population could not participate in the economy since they are stuck in their houses and not spawning.

Is that soft cap still in the game?

Yes the agent limitation is still in, since the game is apparently meant to run on potatos too. It it what it is. However it will be quite a long time before you will even a a city of 100,000 people. I have played nearly 300 hours so far and my biggest city out of three is still only around 135,000 cims. :) The agent limit might start to cause issues only when exeeding half million citizens.

as above, it's only really an issue if you want to go for huge cities, i.e. populations of 500,000+ however, if you have a very efficient public transport system it is possible to keep the agents low. I have built many cities in this game and ii usually get bored of the city around 250,000 and start a new one. so the agent limit has never concerned me. The lag will make you start a new city long before the agent limit becomes an issue; if you start using traffic mods like President of Traffic++ the lag will start at around 100,000, so best to avoid those.

the game is on Steam sale at the moment so give it a go; it's a great game, though it's not without its flaws

Sounds good. My minimum value is 7.50€ per hour of gameplay, then I am entertained by the game as much as I would have been by an ok movie. 10ct per hour sounds like lots of cheap fun :)!

Shame about that actor limit tho. I would have loved to develop mega cities and lose myself in the game, like I would in a CK2 or EUIV opm worldconquest (Ulm ftw!)

Remember that an agent limit of 65,000 doesn't mean a city of 65,000, naturally not everyone in a city will be out and about doing things at all times. As said above, the actor limit will only really come into play for very large (game wise) cities.

Even with the agent limit where it is, I *still* lose myself in the game. Given the vanilla game plus a couple of mods (like a first person mod, the road networks, pillars, anarchy, and moveit) and you can design some truly insane stuff that no civil engineer in their right mind would conceive of. I've easily lost 300+ hours to this game. So even when this was first released, I've definitely had my money's worth and I doubt you'd be disappointed

You'll be quite pleased with your ROI from your purchase. :D

I have a couple of cities with around 300K population, maybe a bit more. There's enough traffic going about to make the cities quite busy and when you start adding in tourists, and all the public transportation, your city will be a vibrant place to live.

I have found spreading things out into a large area actually keeps things fluid, and actually looks a lot better than wall-to-wall concrete. I have "towns" spread all over the maps with concentrations around smaller downtowns, commercial, and industrial areas, making the city more like a county. This isn't to say I don't have a larger city as well. The suburbs really make the region exciting to watch though as the CIMs (City Skylines Citizens from Cities in Motion) go about their business.

As mentioned, the first person camera is one of the must haves! There's nothing like clicking a person and looking at your city from a CIM's point of view. Click on one as they wait for a train and you'll ride the train to their destination. The same with automobiles, trams, and other transit options. The vehicles don't have interiors and there are some graphics anomalies, but you get used to that and get to see your city from a whole new point of view.

First off you will have fun with this game.

You should not think too much about that agents limit.
Depending on what type of city you build you may hit other limits before that.
Especially when unlocking 25 tiles/areas.
For nice builders the tree limit usually is a problem.
I personally always come close to the 16k vehicle limit as my industry is seperated outisde the core towns, and often there is too much of it.

I know that does not make it sound better.
Lets just say the bigger you want to build the more optimal your zoning has to be.
For most people there is also a joy in learning from mistakes^^
