Sejm is the Polish equivalent of the parliament mechanic. I assume you have to assign seats until you have 10 (or pass 10 debates in Parliament, I don't remember the Polish missions). If you need to assign seats, you can do so from the upper part of the province interface, if you need to pass debates, there's a button down next to the Papacy and HRE interface buttons, go there, select a debate and pass it by bribing enough seats until you get 100 support. Each debate effect after passing lasts 10 years, so if you start them only now, you're looking at 100 years until you can pass this particular mission.
