The Earl does have voting rights in the HRE. He is IN the HRE- something like Haag or somesuch. I mean pretty german place- like Black Forest german.
To be quite honest I'm not sure how he even got me to owe him a favor. Could he have been someone in France- Did something for me, got the favor. Moved away. Somehow got appointed as count in HRE, and then cashed in my favor on his Emperor? That still seems wrong. I am a Counselor (Steward) of France.
