Yeah, favors can be used to get your liege to press a claim for you.
In other words if he has a claim to a county/duchy/kingdom/empire in the <insert country here>, he can use his favor to make you declare war and press his claim. They usually don't ask you to declare war on someone stronger though.

He didn't do that. He ( someone in the HRE) forced his liege (the Emperor) to begin voting on a law in the HRE (I am in France- Brittany- my liege is the King of France).
Sounds like a bug to me. I don't see any way how a random duke from France could start a vote in the HRE.

Is this an alt-HRE formed from 867 or 769, that includes France? Do you hold any titles at all in the HRE?
I suppose it's possible that you inherited a duke-level title without noticing it, assuming that all the actual land associated with it was held by someone who didn't have the duke title.

1066 start. I hold only the counties within Brittany. I did not inherit a duke level title without noticing it. In fact I had to rape plunder and pillage to get the one duke title I have. I am a simple duke with three counties in brittany with my liege being the King of France, who himself has that title and a duchy and two counties, all within France...
I think the earl bought a favor from the emperor. You can buy favors with foreign realms (that's how people are doing silly things like inviting Umayyad claimants to Christian countries).
Do France's border's contain any pieces of de jure Frisia, Lotharingia, Bavaria, Germany, the Hansa, or Bohemia? Those are de jure territory of the HRE, which I think would give your earl voting rights if he has territory there.

France's borders have in fact been pushed back pretty hard core. Aquitaine is independent Kingdom.
The Earl does have voting rights in the HRE. He is IN the HRE- something like Haag or somesuch. I mean pretty german place- like Black Forest german.
To be quite honest I'm not sure how he even got me to owe him a favor. Could he have been someone in France- Did something for me, got the favor. Moved away. Somehow got appointed as count in HRE, and then cashed in my favor on his Emperor? That still seems wrong. I am a Counselor (Steward) of France.

If your count has a county in Germany, then by de jure mechanics it gives him and you voting rights in the HRE. Don't ask me why that is, I think it's silly as all get-out.
Well it is a (poor) approximation of being able to have two masters, which happened a lot, or being in the state of owing someone nominal loyalty but it be a token bit of lip-service, which was a far more often case, the primary examples being Venice being the nominal vassals of the ERE for most of their history but still doing their own thing with mostly independent ability and how after the Normal conquest William was independent in his English realms but if he was physically in Normandy he was the subject of the king of France. The game can't model that perfectly, so this is what we have.
