I recently read an eye opening book by Raoul McLaughlin on Roman trade in the Red Sea and the Indian ocean.

According to the author, taxes on the Red Sea trade routes accounted for up to a quarter of the revenue of the entire empire from Augustus up to the Arab conquest of Egypt in the 640s. Some Roman ships were trading down the African coast as far as Zanzibar. I never realised the scale of the whole operation. There is a whole section on the horn of Africa and the kingdoms there in case you are interested.

Highly recommended read.

Some Roman ships were trading down the African coast as far as Zanzibar. I never realised the scale of the whole operation. There is a whole section on the horn of Africa and the kingdoms there in case you are interested.
Pretty sure Rome had very low taxes compared to modern standard and much of the taxes would not go to the state anyway so its ability for efficient tax Collection was really poor compared to modern standard.

Roman provinces in the empire was also either controlled by the state or by govenours so that may affected the tax Collection efficiency.

Tolls and such have been a major way for countries to make Money.

This might be a fun area to start your first game and learn the mechanics. We got alot of colonizable land too. Most of it is probably pretty bad but it's there. The map goes further south so there may be more playable countries here. The way the map cuts off to the left of mundia we could have a colonizable path way thru the interior leading to the southern Somalia(and maybe even a playable nation in the interior).

I'm no expert, but according to the book, import tax for trade between provinces within the empire was only 1/40th of the value of a cargo.
In comparison cargos coming from across the limes of the empire were taxed at 25% of their estimated value.
Based on ship manifests found on clay tablets in Berenice in Egypt, a medium ships cargo of spices, ivory, and incense could be worth around 8 to 10 million sesterces. This would bring in 2 - 2.5 million in tax per ship. Considering there anywhere from 150 to 200 ships running the route every year that an immense source of revenue: we're talking 400 to 500 million sesterces per year.

In comparison annual taxe revenue from the whole of the Gallic provinces (some of the wealthiest provinces in the western half of the empire) were only around 50 million per year. I forget the sources the author uses, but he builds a convincing argument.

Very true about the difficulties surrounding tax collection and corruption in the ancient world. At least in the case of red sea trade, there were only 2 or 3 deep water ports through which all shipping was funnelled. Custom houses and warehouse complexes manned by legionary detachments, also made it easier for the authorities to control and tax.

This also further reinforces the need for Egypt to be governed by an equestrian and not a member of the senate, to limit senatorial power, restrict the opportunity for sedition and somewhat limit corruption.

Anyway, as I said earlier the book is well worth a read.
