Pretty sure Rome had very low taxes compared to modern standard and much of the taxes would not go to the state anyway so its ability for efficient tax Collection was really poor compared to modern standard.According to the author, taxes on the Red Sea trade routes accounted for up to a quarter of the revenue of the entire empire from Augustus up to the Arab conquest of Egypt in the 640s. Some Roman ships were trading down the African coast as far as Zanzibar. I never realised the scale of the whole operation. There is a whole section on the horn of Africa and the kingdoms there in case you are interested.

Roman provinces in the empire was also either controlled by the state or by governors so that may affected the tax Collection efficiency.
