This event lets you pick from 2 options. Option 1 gives +10% trade efficiency, +15 burghers loyalty and +10 burghers influence. Option 2 gives -10% trade efficiency, -15 burghers loyalty and -10 burghers influence. I don't get why I would ever chose the second option.
The wording of the event makes it sound that the burghers are unhappy about excessive mercantilism - maybe a better option 2 would be to give additional mercantilism at the cost of burghers loyalty? At least there would be 2 positive modifiers to chose from, whereas now it seems like a complete no-brainer to me

there are cases where you want the burghers to loose influence instead of gaining it. for example to revoke privileges or avoid their disaster. this event is fine imo.

Burgher disaster starts ticking, if their influence is at 100.
Loyalty will tick up overtime, influence will stay lower until time expires, so there's that too.

But they still lose more loyalty than influence, it wouldn't help you to revoke privileges, if their influence is higher than loyalty.

Loyalty tends towards the equilibrium value, but influence is fixed for the duration of the modifiers.

Eg:
  • Assume the Burghers' loyalty equilibrium is 55%, their current loyalty is 55% and their current influence is 60%
  • Take the option to lower their influence (-10%) and loyalty (-15%)
  • Now: their loyalty equilibrium is 55%, their current loyalty is 40% and their current influence is 50%.
  • Their loyalty will slowly increase over time, tending towards the equilibrium value of 55%.
  • Wait 5-10 years and their loyalty will be back up to 50.001%, meaning you can revoke some privileges.

most of these events were designed with 80 influence being the threshold for the various disasters. you'd get burned quite often if you pushed influence for the mana interaction
