The Emperor Joseph had most of the Hapsburg Empire up in Arms during his reign. He spent quite a lot of time trying to centralise the state by eroding the prevelidges of the local provinces, this lead to revolts in Hungary, the Austrian Netherlands etc.. Between the reigns of Francis and Joseph was Leopold, who reversed a number of Josephs reforms and restored a lot of calm to Emprie. Since Francis didn't rock the boat much, Hungary remained (relatively speaking) calm untill 1848.
