So I'm not sure if it's just me, but when I form my Roman Empire, I sometimes wish I could add historically accurate provinces of Dacia and Pannonia to it, but the county borders within Hungary definitely do not allow this. No other mods I have come across do Pannonia or Dacia very well, including to my surprise HIP. Now I know the usual solution to this is to mod it myself but I have zero knowledge of modding software nor the time to do it. This is just simply a suggestion for some extremely aesthetic Roman borders

Why would the ingame counties have to conform to the boundaries of a Roman province that at the earliest start date hasn't existed for over half a millenium?

it is no surprise that HIP doesn't reflect Roman provincial border. HIP aims to be historically accurate to Medieval period, which is completely different from Roman era

Maybe try WTWSMS, it works around the Migration period and could perhaps reflect the Late Roman era
