So, I've been trying to set up a single player historical game... well mostly. Im wanting to go all out against all the Allies at once, so I wont be doing an early sea lion since this isn't a world conquest. I will be using Italy of course as my Africa guy, though from what I've noticed... he's useless at least in the last match. But thats fine. I carried through Africa for him.

Now, my issue has been with my third and last team member of my group, Hungary. I gave Hungary the core lands it gets for greater Hungary, but he just wouldn'tt leave his zone. he's at war with the allies... and he keeps all his units inside his borders on garrison mode. Why is that? I don't like useless team members so I am thinking I might give land to someone else for a third party... though might just have to stick with two people in the axis at this rate.

So why is Hungary doing all that and how do I get the AI to actually participate in the war? I would do Bulgaria as my third member since they join a decent way in, but Bulgaria is absolutely useless right now due to their issues imo, not to mention they want land that goes to Italy and I need Italy as strong as possible... though Italy still seems to struggle. Meh.

Some AI countries only participate actively in the war if they directly border the enemy.

I rather not request their units. I just would like them to actively do something but if this is a case of bordering for the axis nations, than I understand. Is it only minors that do this or will Italy also do this as well?

Typically only nations below a certain strength threshold will aid nations below a certain strength threshold (but will always attend to their own fronts). Majors, as far as I can tell, will always try to cover allied minors' frontlines, so Italy should probably be doing... something.
(Evidence: Facing the full Intermarium as Germany. Romania and Poland dogpile into Lithuania but Romania ignores Poland's collapsing frontline.)

Its not that Italy was doing nothing, its that their choices were off. They focus heavily on Ethiopia, don't cover much of North Africa, don't garrison their ports well, don't... they don't do much. They always run out of supplies it seems. Its just off.
