In the Daniel's #4 Singleplayer with Japan we see (around 39:38) that Hungary is fascist but has elections. Are they a special case, or is this a coalition government or something?

I don't think so, it has the Fascist icon and everything. And it even says "Fascist".
In the "Horthy era" the kingdom of hungary had many elections: in 1920, 1922, 1926, 1931, 1935, 1939 (Only the communists could not participate, and it was not even easy for the arrow cross party.)
