When the English lose the Hundred Years War, they lose "french" culture.
When the French win the Hundred Years War, they gain Causi Belli against the remaining states owning pieces of France.
Since the French have just cause against any state owning pieces of France, then in effect a: the french don't really gain anything; and b: a lot of good programming has been wasted.
Or at least that's how it seems to me.
