Humble Request: new discrict policy: restrict service vehicles to their own district

Heavy trucks seem to ignore the heavy vehicle ban. I built a highway to service my dirty industry and logging industry, yet they take a faster bridge (which I created a district around and banned heavy vehicles). Now the bridge just gets clogged with semis and heavy trucks.

Is it a freeway bridge? The ban description says it does not apply to freeways.

The potential limitation to such a policy though would be a lack of optimization of the infrastructures with for instance an empty clinic in one district and an overcrowded one in the other.

Instead of only one policy, I think it would be smarter to make one for each field (security, fire protection, healthcare, education, garbage). It's not necessarily because it would be smart for schools that it would mean it would be smart for all.

It should work both ways: If the player sets the policy, all buildings inside the district are affected.
If the player goes to a service building, it can set just that building to "serve only the district it's in", or override the policy after it's set.
It should be a "soft policy" rather than a hard one.

It sounds like this would help annoying issues like when I have a house burn down that was down the very-light-traffic street from the fire station.

Also, the station reports only 2/whatever vehicles in use? Why not send out one of the vehicles it is NOT using to put out the fire? (no budget cuts)
