222 have the same speed
2 armor all around.
20mm will reliably kill humber and good against infantry
mg42 have better ROF than the BESA and carry more ammo.

the 222 is better, and that's fine. Then the Humber should be cheaper.

I personally don't have a problem with the Humber given how cheap everything is in the 15th already compared to their income.
the Scot's main strength is their well rounded arsenal, and reliable counter against the super unit. However, they lack super unit of their own since the AVRE have been nerf. The whole point of being decent should really be cost effectiveness.

When theres 4 other vehicles that do the same job it now does in the same tab?

Having AP was what made it unique, interesting and an option over other choices.

As for "didnt have AP ammo"? Are you talking "real life"? In which case do source lol, given the only ammunition that I have ever seen records of for usage were armour piercing rounds.
