Just to be clear: Neither myself nor Wiz has ever stated that we do not take AI seriously or that it is an area we do not invest in. We do work hard to make it as good as we possibly can. (I can't really say much about the HoI3 AI, since I was not involved in that production.)

Of course we are looking at ways to make the AI as good as it can possibly be. Just saying that this is not a valid path right now. Training an AI to good behaviour using expert knowledge, I would argue, is much much harder and time consuming (not to mention error prone and difficult to tweak) than having a programmer with equivalent expert knowledge code it by hand.

At the end of the day, more or less all machine learning techniques are a way to build a statistical model to map certain inputs to certain outputs. It does have its uses, but a strategy game like HoI is just far too complex for it to be a feasible way to produce an intelligent, let alone entertaining AI.

What main bit of combat AI though ?
Well the AI can`t do 2 things : 1) hold a line 2) attack with concentration of force. Unfortunately these are the 2 most important things it should do.
I tried to play the Spanish Civil War in the 1938 scenario. The AI acts specially braindead if it doesn`t have enough units to create a continuous line (as is the case in this scenario). Playing as either side you can take the other out in a couple of weeks. Just attack and watch the front crumble...

to SteelVolt: Thanks for the answer. Dev feedback is always great from Paradox :) But at least try to make an AI that is more open to modders and player. I would glady pay for DLC that would allow me to tweak the AI behaviour.

As usual we will have things scriptable to an extent that is reasonable, so parts of it will be easily tweakable but detailed behaviour/algorithms still needs to be in code. Since i didn't work on HoI3 I can't really compare the level of modability with HoI4.

Either way, the primary goal is quality :)

Because self learning AI is easy to do... NOT!

This is what people don't get: AI is dumb and it will stay that way for several decades. Sure, Paradox' AI is smart for an AI, but it is still dumb compared to even the dumbest person alive.
