Just to be clear: Neither myself nor Wiz has ever stated that we do not take AI seriously or that it is an area we do not invest in. We do work hard to make it as good as we possibly can. (I can't really say much about the HoI3 AI, since I was not involved in that production.)
Of course we are looking at ways to make the AI as good as it can possibly be. Just saying that this is not a valid path right now. Training an AI to good behaviour using expert knowledge, I would argue, is much much harder and time consuming (not to mention error prone and difficult to tweak) than having a programmer with equivalent expert knowledge code it by hand.
At the end of the day, more or less all machine learning techniques are a way to build a statistical model to map certain inputs to certain outputs. It does have its uses, but a strategy game like HoI is just far too complex for it to be a feasible way to produce an intelligent, let alone entertaining AI.
