Generally I stufggle to see the point of this idea. OK it makes your empire more stable but so does religion. I almost never take this idea and have even started to prefer economics over it.
I could maybe see an argument for it being used in China and I tested out humanist+religion for Spain due to the sheer quantity of weird cultures I had and religion was struggling to convert at the rate I was expanding.
Basically if I am Iberian or French I can live without it. If I am in the east or can get to the east (Balkans, Lithuania area)I will take religion every time. Ottomans can get by without it and if you are trying to form Germany or play the HRE culture is often very similar.
I sometimes (rarely) take it for policies like my Hansa/Brandenburg/Savoy/Milan so I can get a 30% or 40% discount on ideas (humanism+trade policy)which adds up if you take it early. Triple stacking it with a theologian and plutocracy more or less eliminates revolts I suppose but I normally solve them via mercs.
