Most likely yes. We've had pre-order packs on Steam with earlier Paradox Games, so we'll see it this time aswell.

Since the pre-order on steam doesn't mention this, what does the human diversity content package add? Is it exclusive to the physical version?

There will be a lot of variation to humans, 5 different ethnicity, with both genders far all of them. Different hairstyles and colors, as well as different clothes.

This post by Aerie makes me suspect that they might have decided to roll the human diversity into the base game, but confirmation how the pack, if it still exists, interacts with the Steam preorder would be nice.

- The Human Diversity pack is not a thing. It's an old placeholder you can call it that didn't get updated in some places unfortunately. Amazon's offer is the same as everyone elses.
